EUR.1
EUR.1 Movement Certificate
EUR.1 is a certificate of preferential origin. It can lower or remove import duty when goods move between countries that have a free trade agreement.
In plain words
The EU and many other countries, including Turkey, have trade agreements that give lower duties to goods with a qualifying origin. The EUR.1 proves that the goods meet the origin rules of that agreement. The importer gives it to customs to claim the lower duty.
The exporter fills in the EUR.1 form, and customs in the exporting country checks and stamps it. For lower-value shipments, an origin declaration on the invoice may be allowed instead. Between Turkey and the EU, most industrial goods travel with an A.TR, not an EUR.1. The EUR.1 is used for goods outside the customs union, such as many agricultural products and coal and steel products.
Example from real shipping
A Turkish company exports fresh hazelnuts to a buyer in the EU. Agricultural products like these are not covered by the customs union, so the exporter prepares an EUR.1. Turkish customs stamps it, and the buyer's customs applies the lower duty under the trade agreement.
