TIR-EPD
TIR Electronic Pre-Declaration · TIR Electronic Pre-Declaration (TIR-EPD)
TIR-EPD is a free web application run by the IRU that lets a TIR Carnet holder send the cargo, vehicle and route data of a TIR transport to customs on the route before the truck arrives.
In plain words
The carrier, or a broker or association it has authorised, enters the itinerary, customs offices, vehicle and goods once. The application works out which countries on the route need the data and sends it to each of them. Customs replies with an acknowledgement, a reference number or a rejection, and the status of each message is shown in the application.
TIR-EPD does not replace the paper TIR Carnet: the truck still carries the carnet, and the data in the pre-declaration must match it. The fully digital procedure is eTIR. Access is given by the national issuing association; in Türkiye this is TOBB. In Türkiye, a TIR pre-declaration can be sent either through TIR-EPD or through the Ministry of Trade's own system, TIRCUS.
Example from real shipping
A carrier in Istanbul loads machinery for Georgia under a TIR Carnet. The day before departure, its broker enters the route, the customs offices and the goods in TIR-EPD and sends the pre-declaration. Customs replies with a reference number, which the driver shows at the border together with the carnet.
