TIRCUS

TIR Pre-Declaration Application of the Turkish Ministry of Trade · TIRCUS (Türkiye's TIR pre-declaration system)

TIRCUS is the Turkish Ministry of Trade's free online application for sending the electronic pre-declaration of a TIR transport to the entry customs office in Türkiye before the truck arrives.

In plain words

Since 25 April 2017, a pre-declaration (ön beyan) is mandatory in Türkiye for transports under a TIR Carnet, including trucks that arrive by Ro-Ro. The carrier sends it to the entry customs office through TIRCUS or through the IRU's TIR-EPD. Without it, the entry customs office does not process the TIR Carnet until one is sent, and a pre-declaration sent after the truck has arrived leads to an extra risk assessment.

In TIRCUS, the pre-declaration can be filled in in Turkish or English; the goods description should be in Turkish where it is known. Foreign companies with a Turkish tax number or foreigner ID number can be authorised to declare on their own behalf. According to a Ministry announcement of 1 October 2026, users log in with e-Devlet or e-İmza.

Example from real shipping

A truck from Bulgaria is heading for Kapıkule under a TIR Carnet. Before it reaches the border, the carrier's broker sends the pre-declaration to the Kapıkule customs office through TIRCUS. When the truck arrives, the data is already in the customs system and the carnet can be processed.
